welcome in welcome in welcome to our annual report for the fiscal year 2022-2023. this year’s theme, ‘home is more than just four walls,’ reflects the soul of sfhdc’s work. we believe a home is more than a physical structure; it is a foundation for life itself. through our diverse set of programs, we aim to create spaces of financial and physical well-being, self-empowerment, and community development, because every person deserves a home that supports their dreams and aspirations. mission the mission of sfhdc is to foster financial stability through the development of affordable housing, the facilitation of homeownership and the economic empowerment and revitalization of bayview hunters point, the fillmore, and other neighborhoods of san francisco. our roots sfhdc was formed in 1988 by african american residents of san francisco who were interested in combating the widespread, forced displacement of the ’60s and ’70s, wherein governmental agencies removed residents through ‘redevelopment programs’ that disproportionately affected african americans and other people of color. sfhdc continues to focus on serving people of color and the traditionally african american neighborhoods of bayview hunters point and the fillmore.

ceo letter home is the centerpiece of life. this is the theme of our 2022-23 annual report and the motivation behind the work that we do at sfhdc. we believe that everyone’s ability and potential for successfully navigating the complex world around us is inextricably linked to having a stable, safe, healthy and affordable place to live. in this report, you will learn how our four core programs that are centered around equitable housing and economic opportunity, serve as a launch point from which our residents, clients and community can not only survive, but thrive. we are deeply grateful to the partners, funders and donors who have made it possible for sfhdc to continue working with, empowering and supporting over 3,500 people each year through a diverse set of programs. we hope that as you read this report, you will be filled with pride, gratification and joy for our collective accomplishments. yet, we cannot rest on these laurels as we recognize there is still much more to do to fulfill our mission to foster financial opportunity and stability. you have our commitment that sfhdc will keep strengthening our services to achieve the impact that we all desire. most importantly, without your belief and investment in our work, we would not be able to serve the thousands of households and individuals who are contending with daunting challenges daily, be they economic or housing insecurity, systemic racism, unequal opportunity for jobs and business, or just trying to live in an enormously expensive city. the resolve of residents and clients inspires us to continue the hard work of affordable housing and community development day-by-day, month-by-month and year-by-year. thank you for your time and support. david sobel ceo lena robinson board chair

the foundation: affordable housing development overview in the grand design of community-building, housing is more than a mere roof over one’s head; it is the cornerstone, the foundational block upon which a thriving community is built. much like a home is foundational for a family’s growth and stability, our housing initiatives lay the groundwork for a robust, inclusive, and sustainable neighborhood. since our establishment in 1988, the san francisco housing development corporation (sfhdc) has consistently aimed for transformative housing solutions that serve as these essential building blocks. our portfolio is diverse but unified in its core purpose—to create spaces where people of varying backgrounds can not only reside but truly belong. over the years, we have provided 1,664 affordable homes to families, individuals, seniors, and those with physical and mental disabilities, anchoring them within their local communities. our commitment is ongoing, with 122 more units currently under construction and another 380 in the pre-development stages. “ too often in this country, you don’t get help until everything is messed up for you. [sfhdc is] helping now, when people are on their feet. you’re helping now to make sure that their housing costs don’t go so high that they end up with only 10% of their paycheck as disposable income... by the time someone gets into supportive housing because they’re not making it on their own, they’re depressed, they’re probably turning to substances. now they’re not only hurting themselves, they may end up on the street... the more people we can keep in regular housing, the better.” — michael, resident at sfhdc small sites project 936 geary

hayes valley units: 84 (north), 110 (south) status: completed september 2022 partner: mccormack baron salazar (mbs) funders: mohcd lenders: mohcd, calhfa, citibank, chase investors: royal bank of canada architect: levy design partners general contractor: nibbi completed construction in september 2022. as successful hope vi public housing redevelopment projects in the late 1990s, both hayes valley north and south are pivotal examples of urban renewal with residents in mind, offering one- to four-bedroom townhouses and flats. yet, 30 years later, both properties needed extensive repairs and upgrades, causing them to be included in hud’s rental assistance demonstration program conversion as a part of the city’s re-envisioning plan for public housing. with our partners at mbs, we completed the rehabilitation and beautification of these two sites in september 2022, offering 194 households the ability to remain in their homes after full renovation and to continue to pay rental prices that are affordable to them in perpetuity. 28,793 sq ft commercial space 1,200 sq ft 1,200 sq ft 2,161 sq ft 6,286 sq ft our contributions also extend to the commercial real estate segment, providing spaces that add value to our communities, & offering affordable and relevant goods and services that residents need for daily life.

block 56 | 11 innes court units: 73 status: began construction may 2023 partner: mercy housing california funders: ocii lenders: bank of america investors: bank of america architect: van meter william pollack associate architect: kerman morris architects general contractors: nibbi, baines completed design, obtained entitlements, and started construction in may 2023. in may 2023, sfhdc, in collaboration with our partners, proudly commenced the construction of a 73-unit, entirely affordable housing complex in hunters point. composed primarily of 1-, 2-, and 3-bedroom units, block 56 is a new-build affordable apartment building that aims to serve households earning between 35% and 50% of the san francisco average median income (ami). 160 freelon units: 85 status: pre-development partners: related california lenders: mohcd architect: lmsa studio contractors: cahill, guzman finalized design, secured entitlements, progressed on financing. in partnership with related california, sfhdc is planning an 85-unit project, where 25% will be dedicated to formerly homeless households. five additional units will serve as coordinated entry referrals for hiv households. this year, sfhdc and partners completed design, obtained entitlements, and is in progress of financing for this project. construction is set to commence in february 2024, with an estimated completion date 22 months later. 160 freelon 01/18/22 meeting

small sites program through our participation in the city’s small sites program, we are curbing displacement by acquiring and transforming at-risk properties into permanently affordable homes. currently, we have 19 units in stable operations at two sites, and 53 units across three buildings in the renovation process. 375 14th street units: 16 status: construction nearing completion partner: sfhdc is sole developer lenders: san francisco mayor’s office of housing and community development (mohcd), housing accelerator fund general contractor: blackline technical assistance: mission economic development agency nearing completion on construction. this year, sfhdc celebrated the acquisition and revitalization of 375 14th st, successfully relocating tenants and nearly completing construction to enhance the function & design of the participating units. situated in an area at risk of gentrification, this project has preserved affordable housing for the current tenants, who may have otherwise been forced to relocate, while providing new, fully renovated units that will also improve residents’ health, safety and quality of life. 528 natoma units: 4 status: pre-development partners: novin development lenders: san francisco mayor’s office of housing and community development (mohcd), housing accelerator fund general contractor: blackline construction acquired building, and arranged relocation for tenants. this project is renovating and preserving a 1907 building that was deteriorating and had been a bank foreclosure, with high risk for evictions and displacement in the vulnerable south of market neighborhood.

(meda) completed construction. in 2022-2023, sfhdc proudly brought the 168 sickles project to life, now fully operational with 12 units serving low-income tenants at risk of eviction in district 11. as the sole developer, we collaborated with partners like mohcd, housing accelerator fund, blackline construction, and meda, to provide spacious one and two-bedroom apartments, ensuring stability for our residents. 936 geary number of units: 31 status: under construction partners: sfhdc is sole developer general contractors: novin construction acquired building, organized tenant relocation, and started construction. this year, sfhdc took significant strides at 936 geary: acquiring the building, organizing in-house tenant relocation, and initiating construction to revitalize 31 units! located in an area facing gentrification risks, this building is being revamped to improve livability and avoid probable rent hikes and displacement of long-term residents. by the numbers 1,664 120 380 total units completed units under construction units in pre-development these milestones not only reflect our capacity to adapt and grow but also our unfaltering commitment to laying strong, sustainable foundations for our communities. through these initiatives, sfhdc aims to do more than offer a place to stay; we aim to offer a chance for individuals and families to thrive in a community setting that supports them, just as a well- constructed foundation supports a home.

the roof: resident services under the protective roof of sfhdc’s resident services, we offer more than just a place to sleep; we provide a sanctuary of stability and protection. our comprehensive, on-site, culturally competent social services reach approximately 2,500 residents at eight properties we’ve developed or renovated, including five rental assistance demonstration sites. through extensive community engagement, we connect residents with each other and their neighborhoods, empowering them to overcome any barriers affecting their ability to remain stably housed. our resident enrichment and community-building programs include organized exercise, game days, movie nights, holiday events, educational field trips, and student leadership programs—each hand-tailored for specific locations and resident populations. “ i can go to the store, i go out on mission… i haven’t been out in like 5 years out there in public. i feel independent, like ‘okay, you need something from the store?’ my mom is blind... and i was able to go get stuff for her, and help her out.” —nadina cortijo, resident at bernal dwellings, who was assisted with an electric wheelchair to improve her mobility.

summary of service activities from the cornerstones to the rafters of our services, we offer diverse programs that meet the essential needs of our residents. here’s a snapshot: healthcare initiatives: in partnership with ucsf and other healthcare providers, we offer free or low-cost health screenings, vaccination drives, and wellness and nutrition workshops. our on-site community centers often host these healthcare events, ensuring easy access for all residents. giveaways and resource fairs: the excitement a child feels returning to school should never be dampened by a lack of resources. to support our families, we offer free backpack giveaways, essential household supplies, food pantries, and after school activity programs such as mobilize love. our resource fairs connect residents with job opportunities, support for domestic and street violence, motherhood support groups, and more. emergency assistance: for residents facing immediate crises, our emergency assistance program provides short-term relief in the form of food vouchers, rental assistance, and utility bill aid. mental health services: the psychological well-being of our residents is a crucial part of the stability and protection we aim to provide. recognizing the mental toll that poverty and housing instability can have, we offer counseling services, self-care and healing events, and stress management workshops. legal aid: our partnerships with local legal organizations and law firms ensure that residents have access to free or discounted legal advice, especially concerning issues like immigration, tenant rights, and family law.

the framework of community: financial empowerment center at sfhdc, we know that prosperity goes beyond the number of dollars in a bank account. our financial empowerment center (fec) serves as the framework that supports our community members in building stronger, financially stable lives. like the beams and pillars of a house, the fec provides the guidance, strength & structure necessary for our clients to confidently build a better future. “ here are some photos from the day we received our keys! it was a very special day. we are so grateful for all your support and it still feels like a dream!” — alessandra mpandenyama, fec client assisted with first-time home buying through sfhdc workshops, counseling services and the dreamkeeper initiative

programs tailored for you financial literacy and hud-approved first time homebuyer workshops: knowledge is power. our comprehensive financial literacy workshops cover a range of topics from budgeting and savings to understanding credit and loans. last year, a total of 1,465 individuals attended our homeowner education workshops, with 945 successfully completing the education requirements, gaining newfound confidence in managing their finances. one-on-one counseling: sometimes, you need a personalized touch. our trained financial advisors offer one-on-one counseling sessions to set achievable financial goals, create actionable plans, and track your progress. over the past year, we conducted 501 one-on-one counseling appointments, a 7.3% increase from the previous year. debt reduction programs: for those who may be trapped in a cycle of debt, our specialized programs aim to reduce and manage debt, freeing our clients from the immense weight of high interest repayments and providing essential education around debt management, resources available, and most of all a helping hand to say, “you’re not in this alone.” emergency fund assistance: for times when life throws you a curveball, our emergency fund assistance program offers financial relief for unexpected crises, such as medical emergencies or job loss.

alejandro’s story “ “ “ “ alejandro versoza, in front of the house his family has owned since 1963. bayview. i would begin my day every tuesday calling the bank at 5:30 am, on central time, sending 70 pages back and forth every week, only to re- ceive another letter the next week, saying they needed something else. this went on for a year. from the very first phone call… greg said ‘you’re not going to lose your house.’ i didn’t believe him. it just wasn’t that easy. but [sfhdc] knows what they’re doing... this isn’t just about me, there’s other genera- tions here too who need to stay here. sfhdc will give you back your life, will give you purpose again... they are hope. i couldn’t tell you where i probably would have ended up… i might’ve fallen back in my addiction, which is what we do because we lose hope… but if somebody’s holding onto you… that’s what sfhdc does.” —alejandro versoza, proud bayview resident & fec client assisted with forclosure prevention

the hearth: economic development just as the hearth or fireplace is often considered the heart of a home, economic development acts as the central, warming element in the architecture of a community. it is here, at this metaphorical hearth, that resources are generated, partnerships are forged, and opportunities are kindled, allowing for the overall well-being and upward mobility of residents. at the san francisco housing development corporation (sfhdc), we take a multi-faceted approach to economic development. understanding that investment is vital for community enrichment, we engage in initiatives aimed at enhancing both individual and collective prosperity. “ i literally went to school right down the street... i used to walk past here all the time. so for it to come full circle for me, being able to sell products that mean a lot to me and be able to share them with peo- ple in my community, it has just been an amazing experience.” —cianni jackson, mmbob cohort graduate, in the black vendor and creator of cik apparel “[my kids] see me in there sewing, they see me in there creating... i want to leave a legacy that shows that you can be suc- cessful in your passion and that you can be a black woman who has a small idea and share it with the world.”

programs and initiatives community events: celebrating heritage a cornerstone of our economic development strategy is the production and promotion of large-scale community events. the annual juneteenth freedom festival and our western addition music festival are not only important commemorations, but also economic catalysts. under our coordination, this year’s juneteenth festival, for example, drew over 20,000 visitors and featured three stages, a grammy-award-winning artist, and 50 african-american retail vendors who earned total one-day revenue of $29,172. minding my black-owned business: fostering entrepreneurship under the city’s dream keeper initiative, we launched a new program specifically tailored for black entrepreneurs. minding my black-owned business (mmbob) offers a comprehensive 12-week educational program that goes beyond the basics. with $7,500 in grants to each graduate and ongoing, individualized support, we’ve served 67 businesses in just the first year. mmbob is now one of 14 pre-qualified training programs by the city of san francisco, opening doors to further grants and opportunities. in the black: a marketplace of opportunity this year, we had another major success in the launch of our brick-and-mortar retail shop and online marketplace, in the black (www.intheblackshop.com). offering affordable retail space and coaching to 20 black-owned businesses, this marketplace also hosts monthly pop-up events. opening in the black had the added benefit of doubling the number of black-owned businesses on the fillmore corridor. food services programs recognizing the basic need for food security, our newest food services program has already delivered over 9,500 hot meals in the first 12 weeks of operation. the renovation of commercial kitchen spaces like the peacock lounge ensures that we not only feed the hungry but also create opportunities for black culinary entrepreneurs. financial support: grants and capital we’ve assisted 62 businesses with grant applications, resulting in $984,500 awarded. our access to market opportunities program alone has provided a value of $92,825.09 to 43 black-owned businesses. technical assistance: the logs that keep the hearth burning we’ve provided 352.55 hours of technical assistance to 105 clients, offering help in business registration, business and financial planning, grant and loan applications, and more.
